Dauphin County Court Appointed Special Advocate Program appointed Carol Steinour Young, Esq. as president of its board of directors. Steinour Young, who had served as president-elect for the past 8 months, had joined the CASA board in June 2022 and has chaired its Governance Committee since that time. Steinour Young recently retired after 34 years of civil litigation practice at McNees Wallace & Nurick LLC.  She takes over for retiring CASA founder and president, the Honorable Lori Serratelli, Esq.

“I’m honored to assume the presidency of this great organization and follow in the footsteps of Judge Serratelli, a greatly respected community leader who has dedicated her career to helping children. Dauphin County now has more than 390 children in foster care, and Dauphin County CASA provides volunteer court advocates to represent the best interests of these children in court,“ Steinour Young noted. “For the last few months, my fellow board members and I have embarked on a strategic plan with the aggressive goal of reaching the ideal representation ratio: one CASA volunteer for each child in the foster care system. We have 27 active CASA volunteers so we have work to do in order to accomplish our mission. I’m confident that with the generous support of county commissioners, Central Pennsylvanians, business leaders and like-minded community organizations, we can accomplish that goal.”

“I can’t imagine a better-suited person to become CASA’s next president,” added Lori Serratelli. “I’ve known and worked alongside Carol for decades on behalf of many meaningful community causes. She has a deep understanding of board management and CASA’s mission, as well as a strong spirit of advocacy for foster children’s well-being and protection. Her caring heart and keen legal mind will guide CASA through any challenges we encounter.”

Steinour Young has extensive experience with leadership roles in law, philanthropy and volunteerism. For 34 years, she was a trial attorney at McNees Wallace & Nurick LLC specializing in complex business litigation. Prior to her law career, Steinour Young taught 7th grade at schools in Florida. She is the board chair and a longtime member of the Chestnut Hill College Board of Directors, as well as a School Board member of the East Pennsboro Area School District. Past roles include founding member and past chair of the United Way of Central PA’s Leadership Committee; past chair and past board member of the Pennsylvania Chapter of the Nature Conservancy; and a past board member of the Harrisburg Salvation Army.

Additionally, Carmen Henry Harris, who is a founding CASA member and has served as vice president since 2019, steps down and will be succeeded by Samuel Barbera, director of Ambulatory Operations at UPMC Central PA. Barbera has served on the CASA Finance Committee since joining the board in September 2021.

“I look forward to working hand-in-hand with Carol Steinour Young and our fellow board members to strengthen Dauphin County CASA and lead the organization to growth and new opportunities for the foster children we serve,” added Barbera.
