M28 Ministry announced the acquisition of a four-unit apartment complex that will serve as Esther’s House, a dedicated affordable housing resource for men and women in recovery. The organization took ownership of the property on February 13, marking a significant milestone in addressing the critical shortage of safe, stable housing for individuals overcoming addiction.

Stable housing is one of the most significant barriers to successful recovery, with studies showing that individuals without secure housing are far more likely to relapse. In Cumberland County, the need for recovery-focused affordable housing has never been greater as communities continue to grapple with the ongoing addiction crisis.

“Esther’s House represents hope and a second chance for individuals who are committed to rebuilding their lives,” said Jimmy Schambach, Executive Director of M28. “Safe, stable housing isn’t just a roof over someone’s head; it’s the foundation upon which lasting recovery is built. Without it, even the most motivated individuals struggle to maintain sobriety, find employment, and reconnect with their families.”

The acquisition of Esther’s House was made possible by a $416,098 award from the Cumberland County Housing and Redevelopment Authority’s HOME Funding program. This two-year partnership demonstrates the county’s commitment to innovative solutions to address housing insecurity and support recovery.

While the property acquisition is complete, M28 now faces the critical task of preparing the units for residents. One unit requires full renovation, while the remaining three need essential updates and maintenance to ensure they meet safety standards and provide welcoming, dignified living spaces.

The organization is calling on the community to support this transformative project through monetary donations of any size. Contributions will directly fund:

  • Complete renovation of one unit
  • Essential repairs and updates to three additional units
  • Safety improvements and code compliance
  • Furnishings and household essentials for incoming residents

“Every dollar donated brings us one step closer to opening our doors and changing lives,” said Schambach. “Whether someone gives $50 or $5,000, they become a partner in someone’s recovery journey. That’s powerful.”
