A multi-month investigation by Pennsylvania State Police into the online sharing of child sexual abuse material (CSAM) has resulted in a staggering 485 charges being filed against a Mifflin County man last week.

Online court records show the charges were filed against Todd Shirk, 54, of Milroy. The criminal complaint details that hundreds of files allegedly depicting CSAM were found on Shirk’s electronic devices.

The investigation began in December 2023 when undercover online investigators discovered a computer actively sharing CSAM. Using internet records, investigators identified Shirk and subsequently searched his S Main Street home in Milroy in April 2024. Authorities seized several electronics, including a PC, motherboard, and drives.

While Shirk reportedly admitted to sharing videos, he denied involvement with CSAM, according to the complaint. However, court documents indicate hundreds of CSAM files were discovered on the seized devices. Investigators also noted that Shirk allegedly attempted to clear some devices before the search was conducted.

The 485 charges include 234 felony counts of sexual abuse of children – child sexual abuse material, 10 felony counts of disseminating photos/film of child sex acts, and multiple misdemeanor counts related to obscene materials and performances.
