Pennsylvania’s constitution requires the Governor to submit a budget to the General Assembly annually for the coming fiscal year, which begins on July 1. The Legislature may alter the proposed budget, but the Governor may veto individual appropriations passed by the Assembly. The Governor may also reduce individual appropriations, but may not increase them. The budget, as well as the General Fund, include state and federal funds.
